The smart city concept in Lublin and the process of increasing the city’s intelligence began with the adoption and implementation of the Lublin Development Strategy for 2013-2020. The strategy laid the foundations for creating your own intelligent city development model. In the City of Lublin, the smart city concept is implemented in line with generation 3.0, in which the inhabitants contribute to the city and have a real impact on decision-making thanks to a participatory management model supported by modern technologies. There is a belief in Lublin that filling the city with sensors and electronics does not automatically endow it with intelligence, which translates directly into an increase in the quality of life of its inhabitants. Intelligent solutions must be designed not so much on a grand scale as wisely and ergonomically. They should take into account the real needs of the community, and engage and educate residents in the design and implementation process. This means resignation from ready-made templates for solutions available on the market designed for a typical user. Lublin’s policy regarding the development of the smart city concept is based on the belief that the urban intellect appears only as a result of an analysis of the needs of residents, the possibility of adapting technology and its real social usefulness.

The implementation of intelligent and pilot technological solutions in cities, as well as social innovations, serve to better manage and organize the urban fabric and, as a result, make the city a friendlier place to live. It also favors the development of ICT and building the information society, which stimulates dynamic social and economic development. The key condition for the efficient and effective implementation of smart solutions in the city is building social capital, the foundation of which is community, identity and awareness. A smart city is a city aware of its decisions by local government officials and aware of the complexity of the ongoing processes of its residents.

Properly selected indicators and their meticulous analysis make it possible to identify the strengths and weaknesses of the city, and thus indicate gaps and main directions of activities. The consequence of the adopted development policy was the implementation in Lublin of, among others, ISO 37120 standard, which allows for the assessment of the results of activities carried out in the city and the degree of their effectiveness. Its additional advantage – apart from the diagnosis of the city’s development – is a uniform reporting method, adopted all over the world, which enables city benchmarking.

Lublin is an open city, well connected with its surroundings, with extensive external relations. Lublin is a city that is culturally open to building regional and metropolitan ties, it is also open to its residents and its stakeholders. Activities aimed at networking the city on an international scale in the thematic area of smart city allow for the transfer of information, knowledge and promotion of the city.
